The cabinet are supporting plans to pump even more HMOs into the Uplands ward. They are backing plans to provide concentrations of up to 25% whilst the rest of the city would benefit from a 10% limit for HMOs.
The Welsh Government are currently inspecting this policy. We are giving evidence against the council at the hearing in September.
We have already lodged our statement of evidence which is asking that Uplands also should benefit from a 10% limit.
Families wanting to move to the Uplands are being deterred because they are put off by an area which could grow to 25%. Instead they will go to a 10% area which would not suffer the blight of a 25% label.
Initially we campaigned for a 15% limit for Uplands. This forced the council's first attempt at a 25% zone out. Over the past year we have researched other university cities' approaches and found that they have the same 10% limit across their city.
These cities' councils, such as Southampton and Bath, have listened to residents concerns and made a case to form a policy that the residents want. Swansea council is not doing this.
