Action plan for Drains

We are tackling the issue of badly maintained drains in the Uplands Ward as a resolution for 2021.  Please look at the video. It shows when we went out with the team and cleared an area as a pilot project. Thing  We have now mapped the ward and will work with the council to get a proper cleaning schedule going. Please scroll down to look the map of your immediate neighbourhood if you wish to identify and report a blocked drain to us. 

SERVICING VISITS FROM MARCH 2022 ONWARDS

Servicing Visit 1: Glanmor Road

We cleared out the build up a year on from the 31 drains in Glanmor Road. A 3 drain system at the bottom of Park Place and Oakwood Road was jetted. Some remedial work was identified in Penlan Crescent.

Servicing Visit 2: Ffynone

We cleared the pots in the Hillside Crescent, Richmond Road loop. We then did the same on Bullins Lane, Belgrave Lane, Hanover Street and the north side of Walter Road

Servicing Visit 3

This area focussed on Ffynone Road, Rosehill, St James' Gardens and Walter Road. They were originally cleared in February and March 2021. On this occasion we also jetted some of the pipes to improve flow.

JULY 2021

Project Complete

 

We did mop ups in various streets. There are a 5 to do in back lanes which will be hand dug over the next few weeks. The next task is to keep them up to the high standard and I am meeting with the council to do this later in the week such an improved kerb sweeping service. We can all play our part in this too by kicking away leaves from the covers if we see them.


I wish to say a huge thank you to the crew that have worked very hard with me on Saturdays to get there. They are very good people indeed and it has been a privilege to learn from them. The department is clearly under resourced as are most cleaning functions in the council. The drain clearing programme was funded by paying the crew from the community budget to work overtime. Right or wrong, that is a battle for another day but at least now after 8 months intensive work, we in Uplands have the cleanest drains in the whole city.

Gwydr Crescent

 

Today we completed our last street - Gwydr Crescent. We also completed a 17 drain system in the lane behind Gwydr and Beechwood Road. We also made clearances where parked cars were previously blocking drains.

I think we should be finished with one more session.

Thanks to the council team today who worked with me under difficult conditions on a very hot day!!

Cambridge Street

 

Today we reached a huge milestone. We now have over double the Uplands drains working from when we started in December (48% working). After 872 clearances 96 percent work.

We started the first of the 3 mop up sessions today where we revisited streets with drains previously obstructed by parked cars.

Clearances were made in Bonville Terrace, Rosehill, Brooklands Terrace, Hanover Street, St James' Gardens, Glanmor Road, Cambridge St, Edgeware Rd, St Alban's Road and Bay View Terrace.

The drain on the corner of Rosehill and Brooklands Terrace was reinstated. I spotted by using the map that it had been covered by road resurfacing 12 years ago. It has now been excavated and water can now flow down it.

JUNE 2021

Drains In Lanes

 

Today we focussed on clearing drains in back lanes of which we did over 40. The lanes were most of those situated between Sketty Road and Glanbrydan Avenue. We also did mop ups of drains previously inaccessible due to parked cars in Waterloo Place, Penbryn Terrace, Rhyddings Terrace, Gwydr Crescent, St Alban's Road, Brynmill Crescent, Canterbury Road, Beechwood Road, Bernard Street and Pantygwydr Road.

We now have around 100 drains to clear with over 800 achieved so far.

Rhyddings Terrace

 

A record breaking 54 drains were cleared in one day as we keep the pace up meaning that 91% of drains in our Uplands ward now flow.

We started by clearing up some odds and ends: We finished the remaining two in the lane behind St Helen's Avenue, completed Osborne Terrace, Malvern Terrace, and the Bryn Road end of Langland Terrace which was previously obscured by a parked car.

We then made more progress on Waterloo Place before starting Oakwood Road and Alexandra Terrace. We also cleared a 7 drain system in the back lane of those two streets. 

We then progressed onto the Bernard Street intersection with Rhyddings Terrace and also performed clearances at the ends of the two lanes that emerge at the shops.

We then finished with clearances on Rhyddings Terrace. 

Park Place

 

Today we cleared 32 drains and now over 85% of the drains in Uplands ward are now flowing.

We started by completing Bryn Road and Langland Terrace. Moving on to Park Place we cleared 7 blockages which will have a major impact on stopping water flooding into Singleton Park.

We finally focussed our attention on the drains around Brynmill Primary in Trafalgar Place, De Breos Street and Kemble Street. We started clearance of Waterloo Place where we will continue next week.

MAY 2021

Bay View Crescent

 There was a lot of focus on lanes today: These included, the one between St Helen's Ave and King Edward Road, between Victoria Terrace and Rhyddings Park Road, the one that links the Uplands Car wash with Ernald Place.

All but three are now are now working on the Bay View Terrace Bay View Crescent and Victoria Terrace system. We had access problems due to parked vehicles on these. We finished with clearances on Ernald Place, Rhyddings Park Road, Gwydr Cres and the shops end of Beechwood Road.

St Helen's

 

On this shift we cleared 42 drains and over 80% of Uplands drains now function. We started with a couple of missed clearances on Walter Road and St James' Crescent before a single job in Westbury Lane.

We then continued to St Helen's Avenue and Cresent including the rear lane between the two. Most are functioning save a couple now on these streets which should alleviate most of the pooling at the junctions.

We finished with Gorse Lane. The blockage outside the St Helen's Ground / Patti car park needs further investigation. The two drains are now functioning but the carrier pipe needs to be jetted for the manhole at the other end. We will try and get a team to lift the manhole in the week as it is seized so that we can proceed. Also one drain has a generous layer of tarmac inside which will require a jackhammer to access the outlet pipe. 

Brynymor and Eaton Crescent

 

28 drains were cleared. We focussed on the important job of clearing Brynymor Crescent. These blockages have had a major effect on the Brynymor Road below. We also cleared most of the blockages in Eaton Crescent. All drains have now been cleared except for the very top one on the Belgrave Court side. An carrier pipe has been damaged due to BT works. This will be remedied. The drain on the corner of Nyanza Terrace and Eaton Crescent now works but some of the water is still diverting onto the footpath via the dropped kerb due to resurfacing. Again a solution will be found. All drains on Brynymor Road were cleared except one including the ones at the entrances to Westbury and and Catherine Streets. Despite gallant efforts by residents to keep cars off drains we will have to revisit Bonville Terrace again to clear the 3 blockages at the base. There are also 3 in Eaton Crescent to visit for the same reason. Finally we had to smash the seized cover at the bottom of the service road which runs past Dumbarton House Court and a replacement is on its way.

APRIL 2021

Knoll Avenue

Today we finished our April sessions with 24 clearances. 

All drains on Sketty Road are now fully functional. 

Full clearance of all drains on Knoll Avenue and then focussed our attention to the Glanbrydan Avenue (park end) and the lane between Knoll Avenue and Pantygwydr Road before proceeding to the section of Beechwood Road. 

This section is important as the run off from the blockages in Knoll Avenue was going straight into Brynmill Park. Hopefully the reduction in surface water will contribute to firmer conditions underfoot in the park itself.

We then finished with a clearance of Mirador Crescent where all were cleared except for one with a parked car.

Hawthorne Avenue

 

We finished of clearance of Le Breos Avenue except for one drain that needs a rodding eye to jet the pipe and a parked car obscuring a cover on the corner of Sketty Road.

Onto carrying out clearances in Long Oaks Avenue, and all drains on Sketty Road west of the zebra crossing are now clear on both sides of the road.

We then managed to clear every drain in both Hawthorne Avenue and Hazel Road except for one on the corner of the two streets which needs a rodding eye due to cement blockage. Finally we made a start on Cambridge Street.


Pinewood Road, Le Breos, Lythrid area

 

Glanmor Park Road has had 16 of its 19 blockages cleared. Three need work to clear concrete set in carrier pipes.

Sketty Road is now clear between Parc Wern Road and Llythrid Avenue, including the excavation of a buried drain at the pelican crossing which had been tarmacked over. Pinewood Road is now totally clear as is Llythrid Avenue. We have also cleared drains in the back lane behind Maple Grove and the connecting lane to Le Breos Avenue. Windsor Street was cleared and most of the drains on Victoria Street function. We have excavated and cleared drains at the base of both of the lanes to the rear of Cambridge Street and are arranging a sweeping and general clearance of these lanes.


Townhill, Parc Wern and Glanmor Park Roads

Firstly we completed a clearances to finish Lon Coed Bran, Cockett Road and Townhill Road which are all now flowing completely freely. We have discovered that the path of water is diverted onto the new pavement of Townhill Road at the Lon Gwynfryn junction. I have filmed the flow and will send to the engineering department for action.

We then cleared an consecutive 5 drain blockage on the Uplands side of Parc Wern Road. Clearances were then made on Sketty Road between Park Wern and Glanmor Park Road. One drain had a more than large quantity of cement in it which is displayed in the video.

Finally we started to tackle Glanmor Park Road. The odd numbered side was completed apart from one car obstruction. The drain outside Trinity was dug out and leaves cleared from the kerb. We have progressed from the top of the even numbered side to the junction of Hazel Road including the junction drains at Maple Crescent. One drain will require a jack hammer as its chamber is about a 1/3 full of set concrete which is obscuring the outlet. 


Cockett Road Steps

This operation needed to attach a suction backpipe to the truck which came in six pieces. The reason was that the clogged manhole and 5 drains on the steps were inaccessible from the road. The manhole was 6ft and the sludge filled to waste tanks on the truck. Hopefully this long overdue maintenance will enable the system to function properly after many years.

MARCH 2021

Top Lons and Pentyla Road

We completed the clearance of Lons Cadog and Gwynfryn before attending to the 3 blockages on the bend of Broadway. After the lower section of Townhill Road and gateway drains to its streets we moved to Lon Ger Y Coed where drains had to be dug out on the Lon Dan Y Coed garage side. A carrier pipe had to be cleared of about 2m of concrete using a cutting attachment on the water jet. 


We then cleared blockages on Affryn and Pentyla Roads. The double drain at the closed end of Pentyla Road also needed a substantial amount of concrete to be cleared by brute force and jetting.


Lons between Townhill Road and Glanmor Road

47 drains were cleared, several  were buried quite deep under mud and other debris which took some digging out particularly on Lon Illtyd. The seized cover had to be broken to remove it. In that process a thick metal bar was bent and a sledgehammer was broken. Together with a drain in Lon Caron, these two drains have been totally redundant contributing to the cascade of water from Lon Cwmgwyn all the way down to Glanmor Road.

We also shovelled and bagged a large quantity of good quality earth from the kerb to protect future blockages. Lons residents gladly took it for their gardens in line with our commitment to the environment. We have also arranged for the kerblines to be mechanically swept.

Walter Road

 

Today we cleared 33 drains passing the 300 mark. We finished the clearance of Mount Pleasant and the streets in the foothills too such as Hanover, White, Crole, Burman and Humphrey Streets.

We then cleared a section of Phillips Parade, Duke Street and Catherine Street including the lane to Melrose Cottages.

Our attention then turned to Walter Road. Although some clearance was managed we encountered a couple of drains that need rodding eyes so the pipework can be jetted. Also a couple of drains near Belgrave Court will need a camera as there is a deep blockage in the pipe. This is either due to root ingress or a broken pipe. Either way remedy along side our clearance programme will hopefully help lessen the flooding issues often seen there.

We then finished by clearing 5 blockages on Belgrave Lane.

Cwmdonkin and Glanmor Top Section

 

Today we tied up a few loose ends and cleared 23 drains, starting with the final drain on The Grove which was previously obscured with parked cars. Then onto the inner kerb of the Richmond Road, Hillside Crescent loop.

Drains were then cleared on Terrace Road at the top of the Ffynone Drive link as well as the section of 136-148 Terrace Road. Both drains function but the area needs to be dug and swept so that water can travel to the drain.

We moved on to clear the twin system at the top gate of Cwmdonkin Park as well as buried drain in the single track section of Penlan Crescent on the park edge. This is now running slowly but will need a rodding eye to jet the pipe.

We then cleared a 5 drain system at top of Notts Gardens by the entrance to Dylan's View.

Finally we cleared the top section of Glanmor Road between Penlan Crescent and Broadway including the twin drains at the base of Lon Cedwyn and Lon Cynfor respectively.

Penygraig Road and Top Terraces

Most drains  are now functioning in Mount Pleasant except for one drain in Penmaen Terrace which needs a rodding eye so that it can be jetted. We cleared the 6 blockages in Fairfield Terrace, where we  found a wormery.

The major project of the day was clearing an 11 drain run on one side of Penygraig Road between Dyfed Avenue and Terrace Road junctions. All drains were completely full and the opportunity had not been taken to solve this when the road was recently resurfaced. In fact we had found tarmac with fresh double yellow lines painted on it half way down a chamber. 

The 5 on the other side have now been cleared as a separate job as they needed Traffic Management due to the dangerous of access.

We decided to unblock 3 drains in the Townhill ward on the link road to Llewelyn Circle. The run off from these blockages was sending a flow across Penygraig Road and down the hill. Not doing this would undo the work that we had done. One of these drains needs an eye so that the pipe can be jetted.

Lanes in Brynmill

 

Today we did a morning clearance session on a couple of back lanes: The one behind Gwydr Crescent including Uplands Crescent and the top lane off Marlborough Road.

The team had to work hard as these drains are inaccessible by the truck. They had to be hand dug with the soil bagged up and carried to the truck. All in all we cleared 10 in lanes and a couple on the highway.

This continues our project to get our back lanes cleaner and more walkable.

FEBRUARY 2021 UPDATE

Full Survey Completed

31 residents and their families contributed to a full survey of every drain in the ward to assess its condition. The results identified that 48% of the 1798 drains were functional with the remainder being blocked. The results and sector breakdown are attached below.The survey has been of great use as it has helped shape the order that we will clear areas . The videos below show where clearance has taken place over the course of this month. We will re survey  sectors later in the year to measure the progress of the clearance.

February Statistics

 

Today we cleared 37 blockages. Ffynone is now complete bar the inner kerb of Richmond Road and Hillside Crescent. There is either a blocked or collapsed pipe on the western side of St James' Gardens which requires a camera for inspection and remedy. On Cwmdonkin Drive one drain needs a rodding eye installed so that it can be jetted. All good apart from those two.

We have now cleared over 200 blocked Uplands drains since our adventure started.

Uplands Crescent

 

In this session we cleared 24 completely blocked drains. The lower end of Glanmor Road was completed as well as a large double chamber on the pelican crossing at the Sketty Road junction. These measures along with last weeks efforts will certainly help alleviate the flooding on Uplands Crescent. (A total of 31 previously blocked drains on Glanmor Road are now flowing.)

We had enough time today do complete The Grove and the 5 drain system on Glanmor Cresent. One or two were done on Westfa Road but we had access problems due to parked cars.

Rose Hill

 


As there are less cars than in the weeekday, Saturday was also strategically a good day to tackle the infamous sector 22 where only 6 out of 43 drains were functioning. We focused the operation on Ffynone Road, Rosehill, Hanover Lane and Bullins Lane today. We cleared 32 drains which involved two tanker loads because of the volume of sludge. All drains on Rosehill were blocked and many had tree roots which needed clearing. We also believe that a drain has been tarmaced over on the corner of Brooklands Terrace causing pooling. We dug out two of the 5 drains in Hanover Lane (runs behind the Lifepoint church). These were under about six inches of soil and were identified from their position on the map. All 5 drains run clear now. We will get the area mechanically swept to help with its fresh start.

JANUARY 2021 UPDATE

Resident volunteers have surveyed 25 out of the 48 sectors of the ward and the clearance programme focused on systems in Brynmill. These involved many clearances in back lanes as they are just as critical to taking away water flow as the drains that can be seen. In total 57 severely blocked drains were cleared.

We have started the job of clearing Glanmor Road and surrounding streets for the month of February. Clearing these systems which were totally blocked we believe will reduce the surface run off that compounds itself in the Uplands shopping area.
